
Brian W Tang is an innovator, educator and ecosystem builder who has worked in the confluence of law, technology and finance in Hong Kong, New York, Silicon Valley and Australia. Brian is founding executive director of Law, Innovation, Technology and Entrepreneurship Lab (LITE Lab@HKU), a multi-award winning experiential and interdisciplinary programme at the University of Hong Kong Faculty of Law. As a globally recognized author, speaker and authority in fintech, regtech, lawtech and AI and Web 3.0 governance, Brian has authored chapters for Wiley’s The FinTech Book, The RegTech Book, The AI Book and The LegalTech Book, is currently in the 10% of authors on SSRN by total new downloads within the last 12 months, and is a principal lecturer for the world’s largest fintech online course with more than 120,000 learners worldwide on edX. Brian is also a board member of the Fintech Association of Hong Kong and co-chair of the Asia-Pacific Legal Innovation & Technology Association. Brian was previously at global investment bank Credit Suisse and Wall Street law firm Sullivan & Cromwell, where he worked on some of the world’s largest and first-ever capital markets and M&A transactions in financial services and telecommunications, media and technology, and established Credit Suisse’s investment banking joint venture in China.

This presentation explores the Hong Kong government and Securities & Futures Commission’s announced willingness at Hong Kong Fintech Week 2022 to review the current professional investor only requirement for access to virtual assets as Hong Kong seeks to establish itself as an international virtual asset centre, as well as possible investor protection guardrails to assist to prevent “Moms and Pops” from losing their life savings in this highly volatile emerging asset class.
